The Minister of Education, Haruna Iddrisu, has directed the Ghana Tertiary Education Commission (GTEC) to initiate a thorough audit of how public universities utilize their internally generated funds (IGFs).
The directive, announced on Tuesday, June 3, underscores the need for accountability in how these funds contribute to expanding access to quality higher education and improving educational infrastructure.
Speaking at the commissioning of the Dr. Paul Effah Conference Hall for Ghana’s tertiary education sector, the Minister stressed that while the government continues to support public universities financially, the institutions themselves must demonstrate responsible use of their own revenue streams.
“We must shine a light on how universities are using their IGFs—particularly how this spending supports the expansion of residential halls and, more importantly, lecture theatres,” he stated.
In addition to the audit directive, the Minister also called on GTEC to develop a strategic plan for establishing polytechnic institutions in all 16 regions of Ghana. According to him, these regional polytechnics would serve as vital links between senior high schools and universities, offering practical, industry-aligned training to improve graduate employability.
“Shouldn’t we consider a polytechnic in each region as a bridge between SHS and university education? These institutions can strengthen our connection to industry and enhance job readiness,” he said. “GTEC’s council should explore this idea and present a blueprint to the President.”
The proposals are part of the Ministry’s broader vision to enhance access to tertiary education while aligning academic training more closely with the demands of the job market.
