Accra, Ghana – The Minority caucus in Parliament has successfully blocked the approval of the Social Protection Bill, 2025, on Wednesday, July 30, citing a lack of quorum during the parliamentary proceedings.

The proposed Bill aims to establish a Social Protection Fund to provide crucial financial resources for emergency responses and to bolster existing social protection initiatives. These initiatives include programs like the Livelihood Empowerment Against Poverty (LEAP), the Ghana School Feeding Programme, Basic Education Capitation Grants, and National Health Insurance exemptions, among others. Beyond funding, the Bill also seeks to create a robust legal framework to enhance the accessibility and fairness of social service delivery to Ghana’s vulnerable populations.

However, during the Bill’s third reading, First Deputy Minority Whip Habib Iddrisu raised concerns that the House failed to meet the constitutionally required quorum for passing legislation. He therefore called for the immediate suspension of the process.

In response, Second Deputy Majority Whip Richard Acheampong criticized the Minority’s position, labeling it “unfair.” Following this disagreement, the parliamentary session was adjourned.
